It's true, and I do think masturbation habits have a lot to do with male responsiveness. There's something called "death grip" that tends to be anecdotally associated with excessive "dry" masturbation to pornography, no lube and very hard, which can be desensitizing over time to the point that it's very difficult for a woman to provide the kind of oral stimulation the man now needs to ejaculate.
She does have excellent vaginal orgasms, easily and frequently actually, and almost always upon ejaculation - she thinks it's the anticipation when she realizes a man is about to climax. They do tend to be smaller, more like waves, though. She frequently has to masturbate very hard to the point of discomfort to get off without penetration, and usually to pornography. (Which, now that I'm typing it out, resembles the so-called "death grip" situation above.) It's very possible to give her an extremely high level of stimulation with oral, but she tends to perceive it as painful and can't stay with it for more than a few seconds at a time.
(I'm not actually sure how to interpret that, and neither is she. Lots of women find intense oral hard to handle, to the point restraint can be required to keep them from pushing my head away, but I've never had one use a safe word. Mrs. E is not into BDSM stuff, and doesn't tend to play through discomfort. She was actually pretty surprised to learn that her experience of receiving oral is somewhat different from others.)
